When a vehicle owner wants to register personalized license plates, they typically need to fill out an application with their desired plate combination and pay an additional fee for the personalization. The application is then reviewed to ensure that the requested combination is not already in use and does not violate any restrictions or guidelines set by the state's Department of Motor Vehicles. Once approved, the personalized plates are manufactured and issued to the vehicle owner, who can then affix them to their vehicle. The personalized plates are still subject to the same registration and renewal requirements as regular license plates. **
